Performance Indicators Information System - Annual Report 2006

The Ministry of Water and Environment selected 17 key indicators to assess the performance of the urban utilities. The indicators cover 7 categories namely personnel, technical/operation, finance, billing and customer relations, consumption and coverage. The year 2006 annual PIIS report document the performance, analyses and compares it with regard to the other utilities. Good and bad performers are highlighted to enhance competition among the utilities. The results will be partially used for strategic investment planning and sector development.

Establishment and Development of a National Water and Sanitation Regulatory Authority

The report is principally an Implementation Document as it contains the key ingredients needed to establish and develop an urban Water and Sanitation Services (WSS) Regulatory Authority for Yemen.
The regulation strategy developed by the Consultants has taken into account the nature of operational service provision in the country and future developments and reform policies planned for the industry including the possibility of the introduction of PPP arrangements.

SHORT TERM AND KEY QUALIFICATION COURSES FOR PERSONNEL OF URBAN WATER AND SANITATION CORPORATIONS

Over the last five years, 29 short courses have been developed by the Department of Organisation and Training of NWSA in collaboration with German Technical Cooperation (GTZ). These courses, with a duration between three and five days are readily available and on offer to further qualify personnel of water utilities. They cover essential managerial, technical and administrative/financial topics. Eight courses cover managerial topics, 14 technical topics and seven administrative and financial subjects.

Poverty and Social Impact Analysis (PSIA) of Yemen’s Water Sector Reform Program, 2007

This paper presents the findings of a Poverty and Social Impact Analysis (PSIA) of Yemen’s water sector reform program. PSIA is the analysis of the distributional impacts of policy reforms on the well-being or welfare of different stakeholder groups, with a particular focus on the poor and vulnerable. PSIA also examines vested interests to assess issues of sustainability and risk in policy reform.
