Performance Indicators
Information System - Annual Report 2007
The Ministry of
Water and Environment selected 17 key indicators to assess
the performance of the urban utilities. The indicators cover
7 categories namely personnel, technical/operation, finance,
billing and customer relations, consumption and coverage.
The year 2007 annual PIIS report document the performance,
analyses and compares it with regard to the other utilities.
Good and bad performers are highlighted to enhance
competition among the utilities. The results will be
partially used for strategic investment planning and sector
development.

Yemen Urban Water Supply
and Sanitation Sector Reform
The brochure
describes the Yemeni Urban Water Supply and Sanitation
Sector Reform process by highlighting success factors,
trigger, legal framework and mechanism. It gives an overview
on achievements regarding sector governance structure,
coverage, financial sustainability, regulation, human
resource development and sector strategy and monitoring.
Future challenges are also named with regard to coverage,
private sector participation, regulation, consolidation of
decentralization and human resource capacity. The brochure
ends with the lessons learned in this reform process.

Analysis of the Urban Water Sector Reform Program (UWSS
PSIA)
The Urban Water Supply and Sanitation
Poverty and Social Impact Analysis (UWSS PSIA) was initiated
in early 2008, and conducted April-November 2008. Lead
support including study design, analysis and review of
report, and dissemination was provided by GTZ, with
technical assistance from the World Bank.
The purpose
of the UWSS PSIA is to assess reform progress and identify
areas where further support is needed to enhance the reform
agenda and to improve implementation. The analysis focuses
on sector and sub-sector policy, investment and capacity
building, delivery performance, and impacts, and contributes
to the ongoing update of NWSSIP.

Customer Satisfaction Survey in Urban Water Supply
and Sanitation in Seven Towns in Yemen
The
customer satisfaction survey presented here is part of the
support being given to the establishment of effective
departments for customer relations management. It breaks new
ground, as the concept of customer relations is relatively
new in Yemen. This recently developed instrument utilises
the knowledge and opinions of customers (especially women)
about water and sanitation services, viewing customers as a
reliable and valuable source of information.

Creating a Gender Responsive
Culture in the Urban Water and Sanitation Sector
This report documents the findings of the assignment
contracted by the Personnel Development Component of the
Yemeni-German Technical Cooperation - Water Sector Programme
in the Ministry of Water and Environment (MWE) during the
time from the 20th of March till the 20th of April 2009. The
objective of the assessment is as stated in the Terms of
Reference of the consultant to assess the present situation
of female employment in the urban water and sanitation
sector and to identify impediments to female employment in
the sector.

Development of a Concept for a
National HRD Centre for the Urban Water and Sanitation
Sector
The report depicts findings for an
assignment with the objectives: the role, functions and
mandate of a National HRD Centre are determined; the
institutional and organisational set up is accepted by
stakeholders; the mode and terms of service provisions are
defined; the cooperation with other stakeholders is clear.
This assessment is based on meetings with stakeholders and
on the Project-produced report “Current Status of HRD in the
Urban Water and Sanitation Sector (January 2009)” which
confirms the fragmented and general absence of a holistic
approach to HRD within the sector.

Manual for Implementing the
Strategic Guiding Principles
This Manual has
been developed over a period of more than one year in close
cooperation with the stakeholders of the water and
sanitation sector in Yemen in response to the objective of
designing a framework concept for Personnel Development. It
will provide guidance to the management of water and
sanitation utilities, policy makers and technical as well as
financial cooperation agencies for adopting a holistic
understanding of personnel development.
