Development Means Mew Achievement

In response to a request from NWRA Aden, GIZ Water program component 4 (DWRM ) extended its support to help in establishing a water basin committee (WBC) for the Tuban Delta in Lahj governorate. The preparation for establishment of the committee started early 2010 in close collaboration with NWRA Aden branch and relevant stakeholders especially the local councils, concerned government authorities, water user associations and women societies. A local participatory team representing all relevant stakeholders has been established to guide the preparation activities.

A series of activities such as workshops, bilateral and multi-stakeholder discussions and consultations have taken place on local and regional level. A founding workshop took place in Aden in November 2011 with the aim to draft the decree of the WBC. By January 2011, the Cabinet Decree No. 43 for 2011 legalized the establishment of the Tuban WBC as stipulated in the water law.

The composition of the committee was taken lessons learnt from experience of the previously established basin committees into account. Especial attention has been paid to balance the membership of the committees in favor of representatives of the local councils, women and water user associations.

With the establishment of the Tuban WBC an additional pace has been achieved toward further decentralization of the Yemen water resources management.
