Trilateral Agreement on National HRD Centre in
Sana’a signed
On Wednesday, the 17th of June, H.E. the
Minister of Water and Environment (MWE), the National Water and
Sanitation Authority (NWSA) and the Yemeni-German Technical
Cooperation / Water Sector Program signed a Trilateral Agreement
on establishing a National Human Resources Development Centre (HRD
Center). This agreement defines the role of MWE as supervising
authority, of NWSA to provide the fully equipped building as
well as seconding some professionals and of GTZ to support the
operations through advisory services.
By constructing, furnishing and equipping a state of the art
centre NWSA took the initiative to establish a completely new
institution dedicated and committed to create the qualification
in demand by the water and sanitation sector.
When fully operational, the national HRD Centre is expected to
make a substantial contribution to overcome the severe shortages
of qualified human resources in the sector, which is stated in
the National Water Sector Strategy and Investment Program
(NWSSIP) as a key impediment to improving the management of
urban water supply and sanitation services and scarce water
resources.
The national HRD Centre will be governed by a Board of Directors
(trustees) with representatives of the Ministry of Water and
Environment (chair), NWSA, urban utilities and other relevant
stakeholders to provide demand oriented comprehensive services
in the fields of Human Resources Development to all water
utilities. Its main functions will include providing guidance,
advice and coordination in all HRD matters, acting as a
knowledge centre and developing and coordinating training. In
its endeavours the national HRD Centre will operate in close
cooperation with existing public and private training providers.
In its final stage the national HRD Centre will comprise five
sections. For starting the operations of the Centre, however,
the HRD section will be created first as a nucleus. It will
concentrate on establishing the demand for qualification
measures, coordinate and plan training services, assess results
and impact of training and provide HRD related advisory services
to water utilities.
